ਕੈਨੇਡਾ ਦੇ ਸ਼ਹਿਰ ਕਿਉਬਿਕ 'ਚ ਚੱਲ ਰਿਹਾ ਵਿਦਿਆਰਥੀ ਅੰਦੋਲਨ 100 ਦਿਨ ਤੋਂ ਉੱਪਰ ਪਹੁੰਚ ਗਿਆ ਹੈ ।ਮਸਲਾ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਟਿਊਸ਼ਨ ਫੀਸ 'ਚ ਕੀਤੇ ਵਾਧੇ ਤੋਂ ਸ਼ੁਰੂ ਹੋਇਆ ਤੇ ਹੁਣ ਮੁਫ਼ਤ ਸਿੱਖਿਆ , ਵੱਡੀਆਂ ਕਾਰਪੋਰੇਸ਼ਨਾਂ ਉੱਪਰ ਟੈਕਸ ਲਾਉਣ , ਸਨਮਾਣਜਨਕ ਰੁਜ਼ਗਾਰ , ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਮੁਕਤ ਸਮਾਜ ,ਸਿੱਖਿਆ ਦਾ ਨਿੱਜੀਕਰਨ ਬੰਦ ਕਰਨ ਅਤੇ ਰਿਹਾਇਸ਼ ਤੇ ਸਿਹਤ ਵਰਗੀਆਂ ਬੁਨਿਆਦੀ ਸਹੂਲਤਾਂ ਦੇਣ ਤੱਕ ਦੇ ਅਨੇਕਾਂ ਹੱਕਾਂ ਤੱਕ ਫੈਲ ਗਿਆ ਹੈ ਤੇ ਆਏ ਦਿਨ ਅਨੇਕਾਂ ਮੰਗਾਂ ਤੇ ਜਨਤਕ ਲਾਮਬੰਦੀ ਹੋਰ ਜ਼ੋਰ ਫੜਦੀ ਜਾ ਰਹੀ ਹੈ । ਕੈਨੇਡਾ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਸਲਾਨਾ ਟਿਊਸ਼ਨ ਫੀਸ 2168 ਡਾਲਰ ਹੈ । 1989 ਤੋਂ ਲੈ ਕੇ ਟਿਊਸ਼ਨ ਫੀਸਾਂ ’ਚ ਲਗਾਤਾਰ ਵਾਧਾ ਹੁੰਦਾ ਆ ਰਿਹਾ ਹੈ । ਹੁਣ ਤੱਕ 300% ਦਾ ਵਾਧਾ ਨੋਟ ਕੀਤਾ ਗਿਆ ਹੈ । 2005 ਵਿੱਚ 2 ਲੱਖ ਵਿਦਿਆਰਥੀ ਫੀਸਾਂ ਦੇ ਵਾਧੇ ਖਿਲਾਫ ਗਲੀਆਂ ’ਚ ਨਿਕਲ ਆਏ ਸਨ । ਫਿਰ 2007 ਵਿਚ ਚਾਰਟਸ ਲਿਬਰਲ ਸਰਕਾਰ ਨੇ ਫੀਸਾਂ 'ਚ ਵਾਧਾ ਕੀਤਾ । ਜਿਸ ਖਿਲਾਫ ਰੋਸ ਮੁਜ਼ਾਹਰੇ ਹੋਏ ਪਰ ਵਿਦਿਆਰਥੀ ਜੱਥੇਬੰਦੀਆਂ ਦੀ ਆਪਸੀ ਏਕਤਾ ਨਾ ਹੋਣ ਤੇ ਦੂਸਰਾ ਠੋਸ ਤਿਆਰੀ  ਦੀ ਘਾਟ ਕਾਰਨ ਹੜਤਾਲਤਾਂ ਬਹੁਤੀਆਂ ਸਫ਼ਲ ਨਹੀਂ ਹੋ ਸਕੀਆਂ  । ਪਿਛਲੀਆਂ ਕਮਜ਼ੋਰੀਆਂ ਤੋਂ ਸਬਕ ਲੈਦਿਆਂ ਚੱਲ ਰਹੇ ਅੰਦੋਲਨ 'ਚ ਇਹ ਦੋਵੇਂ ਕਮਜ਼ੋਰੀਆਂ ਦੂਰ ਕਰ ਲਈਆਂ ਗਈਆਂ ਹਨ । ਇੱਕ ਲੱਖ ਵਿਦਿਆਰਥੀਆਂ ਤੇ 57 ਵੱਖ-ਵੱਖ ਜੱਥੇਬੰਦੀਆਂ ਵੱਲੋਂ CLASSE ਨਾਂ ਦੀ ਫ਼ੈਡਰੇਸ਼ਨ ਬਣਾਈ ਗਈ ਹੈ ।



ਸਭਨਾਂ ਪ੍ਰਗਤੀਸ਼ੀਲ਼ , ਸਮਾਜਿਕ ਤੇ ਕਮਿਊਨਿਸਟ ਪੱਖੀ ਵਿਦਿਆਰਥੀ ਜੱਥੇਬੰਦੀਆਂ ਸਾਂਝੇ ਫਰੰਟ ਦੇ ਤੌਰ ’ਤੇ ਅੰਦੋਲਨ ਦੀ ਅਗਵਾਈ ਕਰ ਰਹੀਆਂ ਹਨ । ਵਿਦਿਆਰਥੀ-ਨੌਜਵਾਨਾਂ ਸਮੇਤ ਮਜ਼ਦੂਰਾਂ,ਅਧਿਆਪਕਾਂ ਤੇ ਵਾਤਾਵਰਨ ਪ੍ਰੇਮੀਆਂ ਦਾ ਇਸ ਅੰਦੋਲਨ ਵਿਚ ਸ਼ਾਮਲ ਹੋਣਾ ਬੇਹੱਦ ਮਹਤੱਵਪੂਰਨ ਹੈ। ਕੈਨੇਡਾ ਦੇ ਮਾਰਕਸਵਾਦੀਏ ਕਿਊਬਿਕ ਪਾਰਟੀ ਤੇ ਕਮਿਊਨਿਸਟ ਯੂਥ ਲੀਗ ਇਸ ਲਹਿਰ ਨੂੰ ਪੂਰੇ ਦੇਸ਼ ਅੰਦਰ ਫੈਲਾਉਣ ਲਈ ਯਤਨਸ਼ੀਲ ਹਨ । ਉਹਨਾਂ ਕੌਮਾਂਤਰੀ ਪੱਧਰ ’ਤੇ ਨੌਜਵਾਨ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਏਕਤਾ ਅਤੇ ਸੰਘਰਸ਼ ਕਰਨ ਦੀ ਅਪੀਲ ਵੀ ਜਾਰੀ ਕੀਤੀ ਹੈ । ਲੰਡਨ ,ਚਿੱਲੀ , ਉਨਟਾਰੀ , ਪਾਕਿਸਤਾਨ ਤੇ ਹੋਰ ਅਨੇਕਾਂ ਦੇਸ਼ਾਂ ਦੇ ਵਿਦਿਆਰਥੀ ਕਿਊਬਿਕ ਵਿਦਿਆਰਥੀ ਸੰਘਰਸ਼ ਦੇ ਹੱਕ ਵਿੱਚ ਰੋਸ ਮੁਜ਼ਾਹਰੇ ਕਰ ਰਹੇ ਹਨ । ਚਿੱਲੀ ਅੰਦਰ 50 ਹਜ਼ਾਰ ਵਿਦਾਰਥੀਆਂ ਨੇ ਮਈ ਦਿਵਸ ’ਤੇ ਜਨਤਕ ਸਿੱਖਿਆ ਪ੍ਰਬੰਧ ਪ੍ਰਤੀ ਗੰਭੀਰਤਾ ਨਾਲ ਵਿਚਾਰ ਕਰਨ ਲਈ ਸਰਕਾਰ ਖ਼ਿਲਾਫ ਰੋਸ ਮੁਜ਼ਾਹਰਾ ਕੀਤਾ । ਲੰਡਨ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਨੇ 14 ਮਾਰਚ ਰਾਸ਼ਟਰ ਦਿਵਸ ’ਤੇ ਵਿਦਿਆਰਥੀਆਂ ਸਿਰ ਵਧ ਰਹੇ ਕਰਜ਼ੇ ਕਾਰਨ ਰੋਸ ਪ੍ਰਗਟ ਕੀਤਾ ।ਇਸੇ ਤਰ੍ਹਾਂ ਜਰਮਨ ਯੂਨੀਵਰਸਿਟੀ ਕਾਰੀਉ , ਤਾਈਵਾਨ ਤੇ ਕੋਅੰਲਮਪੁਰ ਦੇ ਵਿਦਿਆਰਥੀ 10% ਫੀਸਾਂ ਦੇ ਵਾਧੇ ਖ਼ਿਲਾਫ ਸੰਘਰਸ਼ ਕਰ ਰਹੇ ਹਨ ।

ਦੂਸਰਾ, ਚਾਰਟਸ ਸਰਕਾਰ ਨੇ 2010 'ਚ ਆਮ ਆਦਮੀ ਸਮੇਤ ਵਿਦਿਆਰਥੀਆਂ ਉੱਪਰ ਬੋਝ ਪਾਉਣ ਵਾਲਾ ਬਜਟ ਪਾਸ ਕੀਤਾ ।ਇਸ ਬਜਟ ’ਚ ਸਿਹਤ ਸੁਰੱਖਿਆ ਲਈ ਫਲੈਟ ਟੈਕਸ ਦਾ ਸੈਂਕੜੇ ਡਾਲਰ ਵਾਧਾ , ਮਜ਼ਦੂਰ ਪਰਿਵਾਰਾਂ ਲਈ ਬਿਜਲੀ ਕੀਮਤਾਂ ਵਿੱਚ ਵਾਧਾ , ਸੇਲ ਟੈਕਸ 'ਚ ਵਾਧਾ ਤੇ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਟਿਊਸ਼ਨ ਫੀਸ ਵਿੱਚ ਇੱਕ ਵਾਰ ਫੇਰ ਵਾਧਾ ਕਰ ਧਰਿਆ ।ਇਸ ਲੋਕ ਵਿਰੋਧੀ ਬਜਟ ਨੂੰ ਕੈਨੇਡਾ ਦੇ ਵਿੱਤ ਮੰਤਰੀ ਨੇ ‘ਸੱਭਿਆਚਾਰਕ ਇਨਕਲਾਬ' ਦਾ ਨਾਮ ਦਿੱਤਾ ਜੋ ਲੋਕਾਂ ਦੇ ਮਜ਼ਾਕ ਬਰਾਬਰ ਲੱਗਿਆ ।ਇਸ ਬਜ਼ਟ 'ਚ ਸਰਕਾਰ ਵੱਧ ਟਿਊਸ਼ਨ ਫੀਸ਼ਾਂ ਰਾਹੀਂ ਇਕੱਠੇ ਕੀਤੇ ਪੈਸੇ ਨੂੰ ਵਿਦਿਆਰਥੀਆਂ ਵੱਲੋਂ ਰਾਸ਼ਟਰ ਲਈ ਦਿੱਤਾ ਜਾਣ ਵਾਲਾ ‘ਉਚਿੱਤ ਹਿੱਸਾ' ਦਾ ਨਾਮ ਦੇ ਰਹੀ ਹੈ।ਅਜਿਹੇ 'ਚ ਲੋਕ ਹੋਰ ਵੀ ਭੜਕ ਗਏ।ਉਹਨਾਂ ਦੇਖਿਆਂ ਕਿ ਇਕ ਪਾਸੇ ਵੱਡੀਆਂ-ਵੱਡੀਆਂ ਕਾਰਪੋਰੇਸ਼ਨਾਂ ਨੂੰ ਹਰ ਖੇਤਰ ‘ਚ ਮੁਨਾਫਾ ਕਮਾਉਣ  ਦੀ ਖੁੱਲ੍ਹ ਦਿੱਤੀ ਹੋਈ ਹੈ ਸਰਕਾਰ ਕਾਰਪੋਰੇਟਰਾਂ ਨੂੰ ਬੇਲ ਆਊਟ ਪੈਕੇਜ਼ ਦੇ ਰਹੀ ਹੈ ਦੂਜੇ ਪਾਸੇ ਜਨਤਕ ਅਦਾਰੇ ਤੇ ਲੋਕਾਂ ਦੀ ਕਿਰਤ ਨੂੰ ਲੁੱਟਿਆ ਜਾ ਰਿਹਾ ਹੈ । ਇਹਦੇ ਵਿਰੁੱਧ ਮੁਜ਼ਾਹਰਾਕਾਰੀਆਂ ਦਾ ਸਲੋਗਨ ਸੀ (they got bailed out and we got sold out) ਉਹ ਬੇਲ ਆਊਟ ਪ੍ਰਾਪਤ ਕਰਦੇ ਹਨ ਤੇ ਅਸੀਂ ਵੇਚੇ ਜਾ ਰਹੇ ਹਾਂ ।ਇਸ ਕਰਕੇ ਹੀ ਲੋਕ ਵਿਰੋਧੀ ਬਜਟ ਤੋਂ ਪੀੜਤ ਤਬਕਿਆਂ ਦੀ ਮੌਜੂਦਾ ਅੰਦੋਲਨ 'ਚ ਸਰਗਰਮ ਸ਼ਮੂਲੀਅਤ ਹੈ ।


ਕਿਊਬਿਕ ਦੇ ਮੌਜੂਦਾ  ਵਿਦਿਆਰਥੀ ਸੰਘਰਸ਼ ਦੇ ਤੇਜ਼ ਹੁੰਦੇ ਵੇਗ ਦੇ ਹੋਰ ਵੀ ਅਨੇਕਾਂ ਪੱਖ ਹਨ ਜਿਹੜੇ ਇਸ ਅੰਦੋਲਨ ਦੌਰਾਨ ਲਗਾਤਾਰ ਉੱਭਰ ਕੇ ਸਾਹਮਣੇ ਆ ਰਹੇ ਹਨ । ਕਿਊਬਿਕ ਸਮੇਤ ਕੈਨੇਡਾ ਅੰਦਰ ਨੌਜਵਾਨਾਂ ਨੂੰ ਬੇਰੁਜ਼ਗਾਰੀ ਦਾ ਲਗਾਤਾਰ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈ ਰਿਹਾ ਹੈ । ਇੱਕ ਸਰਵੇ ਅਨੁਸਾਰ ਕੈਨੇਡਾ ਵਿੱਚ 15 ਤੋਂ 29 ਸਾਲ ਦੀ ਉਮਰ ਵਾਲੇ 10 ਲੱਖ ਨੌਜਵਾਨ ਬੇਰੁਜ਼ਗਾਰ ਹਨ ਕੈਨੇਡਾ ਦੀ ਬੇਰੁਜ਼ਗਾਰੀ ਦਰ 7.2 ਹੈ । ਇਹ ਦਰ ਲਗਾਤਾਰ ਵਧ ਰਹੀ ਹੈ । ਨੌਕਰੀਆਂ ਖ਼ਤਰੇ 'ਚ ਹਨ । ਇਕੱਲੇ ਜਨਵਰੀ ਮਹੀਨੇ ਵਿੱਚ ਹੀ 25,700 ਨੌਕਰੀਆਂ ਜਾਂਦੀਆਂ ਲੱਗੀਆਂ । ਕੈਨੇਡਾ ਦੀ ਸਰਕਾਰ 2008 ਦੇ ਵਿਸ਼ਵ ਆਰਥਿਕ ਸੰਕਟ ’ਚ ਐਨੀ ਬੁਰੀ ਤਰ੍ਹਾਂ ਫਸ ਚੁੱਕੀ ਹੈ ਕਿ ਇਹ ਨੌਂ ਮਹੀਨਿਆਂ ਅੰਦਰ ਕੇਵਲ 2.5% ਨੂੰ ਹੀ ਰੁਜ਼ਗਾਰ ਮੁਹੱਈਆ ਕਰਵਾ ਸਕੀ ਇੱਥੇ ਜੋ ਰੁਜ਼ਗਾਰ ਮੁਹੱਈਆ ਕਰਵਾਇਆ ਗਿਆ ਉਹ ਕੇਵਲ ਕਾਗਜ਼ਾਂ ਦਾ ਹੀ ਸ਼ਿੰਗਾਰ ਬਣਿਆ,ਦੂਜੇ ਪਾਸੇ ਠੇਕੇ ਤੇ ਭਰਤੀ ਤੇ ਛਾਟੀਆਂ ਰਾਹੀਂ ਪ੍ਰਾਪਤ ਰੁਜ਼ਗਾਰ ਵੀ ਖੁਸ ਰਿਹਾ ਹੈ । ਇਸਤੇ ਚੰਗੇ ਸਮਾਜਕ ਪ੍ਰਬੰਧ , ਰੁਜ਼ਗਾਰ , ਸਵੈਮਾਨ ਤੇ ਮਿਆਰੀ ਸਿੱਖਿਆ ਲਈ ਰੋਸ ਪ੍ਰਗਟ ਕਰ ਰਹੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਚਾਰਟਸ ਮਜ਼ਾਕ ਕਰਦੇ ਹੋਏ ਕਹਿੰਦੇ ਹਨ ਕਿ ਇਹ ਹੋਰ ਕੁਝ ਨਹੀਂ ਚਾਹੁੰਦੇ ਸਿਰਫ ਨੌਕਰੀ ਭਾਲਦੇ ਨੇ„ਨੌਜ਼ਵਾਨਾ ਨੇ ਆਪਣੇ ਸਵੈਮਾਨ ਤੇ ਠੇਸ ਸਮਝਦਿਆਂ ਇਸਤੇ ਰੋਸ ਪ੍ਰਗਟ ਕੀਤਾ । ਅਜਿਹੇ ਚ ਮਾਹਰਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਬੇਰੁਜ਼ਗਾਰ ਨੌਜਵਾਨ ਟਾਇਮ ਬੰਬ„ ਹਨ ਇਸਦਾ ਇਜ਼ਹਾਰ ਜ਼ਰੂਰ ਹੋਵੇਗਾ ।

ਇਸੇ ਤਰ੍ਹਾਂ ਪਿਛਲੇ ਅਰਸੇ ਦੌਰਾਨ ਕੈਨੇਡੀਅਨ ਸਰਕਾਰ ਦੇ ਮਾਫਿਆ ਨਾਲ ਸੰਪਰਕ ਦੇ ਕਈ ਪ੍ਰਮੁੱਖ ਭ੍ਰਿਸ਼ਟਾਚਾਰਕ ਸਕੈਂਡਲ ਸਾਹਮਣੇ ਆਏ ,ਜਿਨ੍ਹਾਂ ਦੀ ਜਾਂਚ ਪੜਤਾਲ ਲਈ ਜੂਨ 'ਚ ਚਾਰਬੈਨਿਊ ਕਮਿਸ਼ਨ ਬਿਠਾਇਆ ਗਿਆ , ਜਿਸਦੀ ਜਾਂਚ ਪੜਤਾਲ ਕਿਸੇ ਤਣ ਪੱਤਣ ਨਹੀਂ ਲੱਗੀ । ਜਾਂਚ ਲਟਕ ਗਈ ਤੇ ਲੋਕ ਰੋਹ ਵਧ ਗਿਆ । ਸਰਕਾਰ ਨੂੰ ਸੰਕਟ ਮੋਚਨ ਚ ਫਸਿਆ ਦੇਖਕੇ ਕਮਿਊਨਿਸਟ ਪਾਰਟੀ ਕਿਊਬਿਕ ਨੇ ਆਮ ਅਸੀਮਿਤ ਹੜਤਾਲ ਦਾ ਸੱਦਾ ਦੇ ਦਿੱਤਾ।
 
ਮੌਜੂਦਾ ਵਿਦਿਆਰਥੀ ਸੰਘਰਸ਼ ਵਧ ਰਹੇ ਸਮਾਜਕ ਰੋਹ ਦਾ ਸਿੱਟਾ ਹੈ, ਜੋ ਹਾਕਮਾ ਦੀਆਂ ਗਲਤ ਨੀਤੀਆਂ ਦੀ ਪੈਦਾਇਸ਼ ਹੈ । ਇਹ ਸੰਘਰਸ਼ ਹੋਰ ਤਬਕਿਆਂ ’ਤੇ ਮੰਗਾਂ ਦੇ ਜੁੜਨ ਨਾਲ ਵਿਸ਼ਾਲ ਲੋਕ ਘੋਲ ਦਾ ਰੂਪ ਅਖ਼ਤਿਆਰ ਕਰ ਰਿਹਾ ਹੈ । ਇਸ ਖ਼ਿਲਾਫ 13 ਫਰਵਰੀ ਨੂੰ 1 ਲੱਖ 90 ਹਜ਼ਾਰ ਵਿਦਿਆਰਥੀ ਸਕੂਲ ,ਕਾਲਜ਼ ਤੇ ਯੂਨੀਵਰਸਿਟੀ ਕੈਂਪਸ ਖਾਲੀ ਕਰਕੇ ਬਾਹਰ ਗਲੀਆਂ 'ਚ ਨਿਕਲ ਤੁਰੇ । ਉਸ ਦਿਨ ਤੋਂ ਇਹ ਲਹਿਰ ਲਗਾਤਾਰ ਵੇਗ ਫੜਦੀ ਗਈ ।22 ਮਈ ਦੇ ਮੁਜ਼ਾਹਰੇ ਵਿਚ  2.5 ਲੱਖ ਨੌਜ਼ਵਾਨ ਤੇ ਕਾਮੇ ਕੈਨੇਡਾ ਦੀਆਂ ਸੜਕਾਂ  ’ਤੇ ਅਧਿਕਾਰਤ ਰੂਟ ਦੀਆਂ ਬੰਦਸ਼ਾਂ ਨੂੰ ਤੋੜਦੇ ਹੋਏ ਕੈਨੇਡਾ ਦੇ ਇਤਿਹਾਸ ਦਾ ਸਭ ਤੋਂ ਲੰਮਾ ਤੇ ਵੱਡਾ ਮੁਜ਼ਾਹਰਾ ਕਰ ਰਹੇ ਸਨ ।ਤਿੰਨ ਮਹੀਨੇ ਤੋਂ ਵੱਧ ਸਮੇਂ ਤੋਂ ਚੱਲ ਰਹੇ ਇਸ ਇਤਿਹਾਸਕ ਸੰਘਰਸ਼ ਵਿੱਚ ਹੁਣ ਤੱਕ ਤਿੰਨ ਲੱਖ ਤੋਂ ਵੱਧ ਲੋਕਾਂ ਦੀ ਸ਼ਮੂਲੀਅਤ ਦਰਜ ਕੀਤੀ ਗਈ ਹੈ । ਸੰਘਰਸ਼ਸ਼ੀਲ ਜੱਥੇਬੰਦੀਆਂ ਇਸ ਅੰਦੋਲਨ ਨੂੰ ਵਿਸ਼ਵ ਆਰਥਿਕ ਤੇ ਸਿਆਸੀ ਸੰਕਟ ਦੇ ਪ੍ਰਸੰਗ 'ਚ  ਰੱਖ ਕੇ ਵੇਖ ਰਹੀਆਂ ਹਨ ਤੇ ਸਹੀ ਅਗਵਾਈ 'ਚ ਸੰਘਰਸ਼ ਨੂੰ ਅੱਗੇ ਵਧਾ ਰਹੀਆਂ ਹਨ ।

ਆਪਣੀ ਖ਼ਸਲਤ ਅਨੁਸਾਰ ਸਰਕਾਰ ਨੇ ਇਸ ਵਿਦਿਆਰਥੀ ਸੰਘਰਸ਼ ਨੂੰ ਦਬਾਉਣ ਲਈ  ਫਾਸ਼ੀ ਹੱਥਕੰਡੇ ਵਰਤਦੇ ਹੋਏ ਕਮਿਊਨਿਸਟ , ਜ਼ਮਹੂਰੀਅਤ ਤੇ ਵਿਦਿਆਰਥੀ ਵਿਰੋਧੀ ਸਪੈਸ਼ਲ ਪੁਲੀਸ ਯੂਨਿਟ  ਬਣਾਇਆ । ਫਰਵਰੀ 'ਚ ਇਸ ‘ਸਪੈਸ਼ਲ ਪੁਲੀਸ ਯੂਨਿਟ’ ਨੇ ਵਿਕਟਰਵਿਲੇ ਵਿਖੇ  ਹਿੰਸਕ ਤਰੀਕੇ ਨਾਲ ਸ਼ਾਂਤਮਈ ਰੋਸ ਮੁਜ਼ਾਹਰਾ ਕਰਦੇ ਵਿਦਿਆਰਥੀਆਂ ਉੱਪਰ ਗੈਸ , ਪੇਪਰ ਸਪਰੇਅ ਤੇ ਸਾਊਂਡ ਬੰਬਾਂ ਨਾਲ ਹਮਲਾ ਕਰ ਦਿੱਤਾ ਜਿਸ ਦੌਰਾਨ ਫ਼ਰਾਂਸਿਸ ਗੈਨੀਅਰ ਨਾਂ ਦੇ ਇਕ ਵਿਦਿਆਰਥੀ ਦੀ ਸੱਜੀ ਅੱਖ  ਸਾਊਂਡ ਬੰਬ ਉਸਦੇ ਚਿਹਰੇ ’ਤੇ ਫਟ ਜਾਣ ’ਤੇ ਦੇਖਣ ਤੋਂ ਆਹਰੀ ਹੋ ਗਈ ।500 ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਗ੍ਰਿਫਤਾਰ ਕਰਕੇ ਅਪਰਾਧਿਕ ਮਾਮਲਿਆਂ ਹੇਠ ਲਿਆਂਦਾ ਗਿਆ । ਬਾਕੀ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਜ਼ਬਰੀ ਐਮਰਜੈਂਸੀ ਕਾਨੂੰਨਾਂ ਤਹਿਤ ਕਲਾਸਾਂ ਵਿੱਚ ਵਾਪਸ ਭੇਜਿਆ ਜਾਣ ਲੱਗਾ । ਇਸ ਤੇ ਵਿਦਿਆਰਥੀ ਅਧਿਆਪਕ ਸਾਂਝੇ ਤੌਰ ’ਤੇ ਵਿਰੋਧ ਪ੍ਰਗਟ ਕਰਦਿਆਂ ਯੂਨੀਵਰਸਿਟੀ ਤੇ ਬਾਕੀ ਦੇ ਕੈਂਪਸ ਖਾਲੀ ਕਰਕੇ ਬਾਹਰ ਸੜਕਾਂ ’ਤੇ ਉੱਤਰ ਆਏ । ਅਧਿਆਪਕਾਂ ਨੇ ਇਸ ਲਹਿਰ ਵਿੱਚ ਅੱਗੇ ਵਧਕੇ ਗ੍ਰਿਫ਼ਤਾਰੀਆਂ ਦਿੱਤੀਆਂ ।ਵਿਦਿਆਰਥੀ ਸੰਘਰਸ਼ ਨੂੰ ਬਿਖੇਰਨ ਲਈ ਝੂਠ ਧੋਖੇ ਦੇ ਹਰ ਹਰਬੇ ਵਰਤੇ ਜਾ ਰਹੇ ਹਨ ਮਿਸਾਲ ਵਜੋਂ ਕੈਨੇਡਾ ਦੇ ਇੱਕ ਨੌਕਰਸ਼ਾਹ ਬਰਨਾਰਡ ਗੇਅ ਨੇ ਇਸ ਸ਼ਾਂਤਮਈ ਅੰਦੋਲਨ ਨੂੰ ‘ਫਾਸ਼ੀ ਢੰਗ'' ਕਹਿ ਕੇ ਭੰਡਿਆ ।

ਪਿਛਲੇ ਦਿਨੀਂ ਸਿੱਖਿਆ ਮੰਤਰੀ ਬਿਉਚੈਂਪ ਨੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਗੱਲਬਾਤ ਲਈ ਬੁਲਾਇਆ । ਇਸ ਗੱਲਬਾਤ ਦੌਰਾਨ ਸਰਕਾਰ ਟਿਊਸ਼ਨ ਫੀਸਾਂ ਦੇ ਵਾਰ-ਵਾਰ ਕੀਤੇ ਜਾ ਰਹੇ  ਵਾਧੇ ਨੂੰ ਇਹ ਕਹਿ ਕੇ ਜਾਇਜ਼ ਠਹਿਰਾਅ ਰਹੀ ਹੈ ਕਿ ਇਹ ਇੰਗਲਿਸ਼ ਸਪੀਕਿੰਗ ਕੈਨੇਡਾ ਲਈ ਹੀ ਹਨ ਤੇ ਉਹ ਸਾਡੇ ਫੈਸਲੇ ਨਾਲ ਸਹਿਮਤ ਹਨ । ਜਦਕਿ ਯੂਥ ਕਮਿਊਨਿਸਟ ਲੀਗ ਦੇ ਮੈਗਜ਼ੀਨ ਨੇ ਉਹ ਦਸਤਾਵੇਜ਼ ਨਸ਼ਰ ਕਰ ਦਿੱਤੇ ਜਿਸ ਵਿੱਚ ਇੰਗਲਿਸ਼ ਬੋਲਣ ਵਾਲੇ ਕੈਨੇਡੀਅਨ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਫੀਸਾਂ ਦੇ ਵਾਧੇ ’ਤੇ ਅਸਹਿਮਤੀ ਦਰਜ ਹੈ । ਆਗੂਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਸਰਕਾਰ ਵਿਦਿਆਰਥੀਆਂ ਨਾਲ ਰਾਜਨੀਤੀ ਖੇਡ ਰਹੀ ਹੈ । ਮੁਸ਼ਕਲ ਹਾਲਤਾਂ ਦਾ ਬਹਾਨਾ ਬਣਾ ਕੇ ਵਿਦਿਆਰਥੀਆਂ ’ਤੇ ਵਾਧੂ ਬੋਝ ਪਾ ਰਹੀ ਹੈ ।



ਗੱਲਬਾਤ ਦੌਰਾਨ ਵਾਰ -ਵਾਰ ਇੱਕੋ ਰਟ ਲਗਾ ਰਹੀ ਹੈ ਕਿ ਸੰਕਟ ’ਚੋਂ ਨਿਕਲਣ ਦਾ ਰਸਤਾ ਲੱਭ ਰਹੇ ਹਾਂ।ਹੜਤਾਲ ਤੋੜਣ ਤੇ ਲੋਕਤੰਤਰੀ ਵੋਟ ਢੰਗ ਨਾਲ ਮਸਲਾ ਹੱਲ ਕਰਨ ਦੀਆਂ ਸਿੱਖਿਆ ਮੰਤਰੀ ਦੀਆਂ ਸਾਰੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਅਸਫਲ ਹੋ ਗਈਆਂ ਹਨ  ਤੇ ਅਖੀਰ ਉਸਨੂੰ ਵਧ ਰਹੇ ਵਿਦਿਆਰਥੀ ਦਬਾਅ ਤੇ ਮਸਲੇ ਨੂੰ ਹੱਲ ਕਰਨ ਦੀ ਅਸਮਰੱਥਾ ਕਾਰਨ ਆਪਣੇ ਅਹੁਦੇ ਤੋਂ ਅਸਤੀਫਾ ਦੇਣਾ ਪਿਆ ।
 
ਵਿਦਿਆਰਥੀਆਂ ਦਾ ਰੋਸ ਜਾਰੀ ਹੈ ਉਹ 9 ਤੋਂ 2 ਦੇਰ ਰਾਤ ਤੱਕ ਮਾਰਚ ਕਰਦੇ ਹਨ ਨੌਜਵਾਨ ਹੜਤਾਲ ਪ੍ਰਤੀ ਕਾਫੀ ਉਤਸ਼ਾਹਿਤ ਹਨ । ਪਿਛਲੇ ਦਿਨੀਂ 2000 ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਕੀਤੇ ਸਰਵੇ ਦੌਰਾਨ ਕਨੇਡਾ ਦੇ 60% ਤੇ ਉਨਟਾਰੀ ਦੇ 70% ਨੌਜਵਾਨਾ ਨੇ ਅਜਿਹੀ ਹੜਤਾਲ ’ਚ ਹਿੱਸਾ ਲੈਣ ਦੇ ਵਿਚਾਰ ਜ਼ਾਹਰ ਕੀਤੇ ਹਨ । ਅਜਿਹੇ ’ਚ ਕਿਊਬਿਕ ਸਰਕਾਰ ਉਹਨਾਂ ਲੱਖਾਂ ਨੌਜਵਾਨਾਂ ਦੇ ਗੁੱਸੇ ਤੋਂ ਡਰ ਰਹੀ ਹੈ ਜਿਨ੍ਹਾਂ ਕੋਲ ਨਾ ਨੌਕਰੀ ਹੈ ਨਾ ਸੋਹਣਾ ਭਵਿੱਖ ਅਤੇ ਜਿਨ੍ਹਾਂ ਦਾ ਜੀਵਨ ਦਾਅ ’ਤੇ ਹੈ । ਇੱਥੇ ਸਿਤਮਜ਼ਰੀਫ਼ੀ ਦਾ ਇੱਕ ਪਹਿਲੂ ਇਹ ਵੀ ਹੈ ਕਿ ਨੌਜਵਾਨ ਵਿਦਿਆਰਥੀ ਜੋ ਭਵਿੱਖ ਨੂੰ ਲੈ ਕੇ ਸੰਜੀਦਾ ਹਨ ਦੀ ਆਵਾਜ਼ ਨੂੰ ਮੀਡੀਆਂ ’ਚ ਕੋਈ ਥਾਂ ਨਹੀਂ।ਇੱਕ ਪਾਸੇ ਜਦੋਂ  ਨੌਜਵਾਨਾਂ ਵੱਲੋਂ ਇਤਿਹਾਸ ਰਚਿਆ ਜਾ ਰਿਹਾ ਹੈ ਉੱਥੇ ਦੂਜੇ ਪਾਸੇ ਵਰਤਮਾਨ ਉਸ ਇਤਿਹਾਸ ਤੋਂ ਬੇਖ਼ਬਰ ਹੈ।

ਇਸ ਇਤਿਹਾਸਕ ਵਿਦਿਆਰਥੀ ਅੰਦੋਲਨ ਦੀਆਂ ਕਈ ਮਹਤੱਵਪੂਰਨ ਕੜੀਆਂ ਹਨ। ਇੱਕ,ਇਹ ਅੰਦੋਲਨ ਕਮਿਊਨਸਟ ਤੇ ਸਮਾਜਕ ਸੰਸਥਾਵਾਂ ਦੇ ਸਾਂਝੇ ਫਰੰਟ ਵੱਲੋਂ ਵਿਦਿਆਰਥੀਆਂ ਨੌਜਵਾਨਾਂ,ਮਜ਼ਦੂਰਾਂ,ਅਧਿਆਪਕਾਂ ਤੇ ਵਾਤਾਵਰਨ ਪ੍ਰੇਮੀਆਂ ਦੇ ਵੱਡੇ ਹਿੱਸੇ ਦੀ ਤਾਕਤ ਸਿਰ ਚਲਾਇਆ ਜਾ ਰਿਹਾ ਹੈ। ਦੂਸਰਾ ਇਹ ਕੇਵਲ ਆਰਥਿਕ ਮੰਗਾਂ ਤੱਕ ਹੀ ਸੀਮਿਤ ਨਹੀਂ ।ਤੀਸਰਾ ਇਹ ਅੰਦੋਲਨ ਸਮਾਜਵਾਦੀ ਤੇ ਪੂੰਜੀਵਾਦੀ ਧਾਰਾ ਦੇ ਆਪਸੀ ਟਕਰਾਅ ਦਾ ਸਿੱਟਾ ਹੈ ਤੇ ਇਸ ਵਿੱਚ ਕਮਿਊਨਿਸਟ  ਸ਼ਕਤੀਆਂ ਦਾ ਸਰਗਰਮ ਰੋਲ ਹੈ।ਚੌਥਾ ਇਸ ਅੰਦੋਲਨ ਦਾ ਤਾਕਤਵਰ ਪਹਿਲੂ ਨੌਜਵਾਨ ਤਾਕਤ ਦੀ ਸ਼ਮੂਲੀਅਤ ਹੈ।ਦੁਨੀਆਂ ਭਰ ਦੇ ਚੇਤੰਨ ਲੋਕ ਇਸ ਅੰਦੋਲਨ ਦੀ ਹਮਾਇਤ ਤੇ ਸਰਕਾਰੀ ਜ਼ਬਰ ਦੀ ਨਿੰਦਾ ਕਰ ਰਹੇ ਹਨ।ਅਜਿਹੇ ਵਿਚ ਸਾਡੇ ਦੇਸ਼ ਦੇ ਨੌਜਵਾਨ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਦੇਸ਼ ਅੰਦਰ ਵਾਪਰਦੀਆਂ ਗਲਤ ਫਿਰਕੂ-ਧਾਰਮਿਕ,ਸਮਾਜਿਕ ਤੇ ਰਾਜਸੀ ਘਟਨਾਵਾਂ ਦਾ ਨੋਟਿਸ ਲੈਣਾ ਚਾਹੀਦਾ ਹੈ।ਉਹਨਾਂ ਨੂੰ ਲਾਜ਼ਮੀ ਹੀ ਨੁਕਸਦਾਰ ਸਿੱਖਿਆ ਪ੍ਰਬੰਧ ’ਤੇ ਕਿੰਤੂ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ।ਇਤਿਹਾਸ ਦੇ ਖਾਮੋਸ਼ ਦਰਸ਼ਕ ਨਹੀਂ ਬਣਨਾ ਚਾਹੀਦਾ। ਨੌਜਵਾਨ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਸਮਾਜ ਸਿਰਜਕਾਂ ਵਾਲਾ ਰੋਲ ਜ਼ਰੂਰ ਨਿਭਾਉਣਾ ਪਵੇਗਾ।
